Aboriginal and Torres Strait Islander Services
ATSIS
1 July 2003 – 1 July 2004
Executive agency that administered ATSIC's programs and made individual funding decisions, separating program delivery from the elected ATSIC Board and regional councils, which kept their policy and advocacy roles.
How it came into existence
Established on 1 July 2003 as an executive agency under the Public Service Act 1999 by order of the Governor-General, following the April 2003 decision of the Minister for Immigration and Multicultural and Indigenous Affairs, Philip Ruddock, to separate ATSIC's program administration and individual funding decisions from its elected arm; ATSIC's staff and program administration moved to it.
