Independent Inquiry into Frequency Modulation Broadcasting
McLean Inquiry · Royal Commission on FM Broadcasting
27 November 1973 – 13 March 1974
Inquiry chaired by Sir Francis McLean into how FM radio broadcasting should be introduced in Australia.
How it came into existence
Announced by Prime Minister Gough Whitlam on 25 September 1973, after the Australian Broadcasting Control Board had favoured the UHF band and a Senate committee the VHF band for FM. In November 1973 Sir Francis McLean, a former BBC engineer, was named chairman and Charles Renwick of the University of Newcastle commissioner.
How it ended
Reported in March 1974, recommending that the VHF band be used for FM broadcasting, that a community (public) broadcasting sector be established and that the ABC have an FM network. The first FM station, 2MBS Sydney, began on 15 December 1974 and ABC-FM in January 1976. The Parliamentary Handbook gives 13 March 1974 as the date the final report was presented.
