Royal Commission into Matters Relating to Norfolk Island
Royal Commission on Norfolk Island · Nimmo Royal Commission
15 May 1975 – 16 November 1976
Royal commission conducted by Sir John Nimmo into Norfolk Island's constitutional status, government and relationship with Australia.
How it came into existence
Appointed by the Whitlam government in 1975 with Justice John Nimmo, a former Deputy President of the Conciliation and Arbitration Commission and additional judge of the Supreme Court of the Northern Territory, as Royal Commissioner. The Letters Patent are dated 15 May 1975; the terms of reference were not confirmed.
How it ended
Its report was published in 1976 (exact date not confirmed). Its proposals for closer integration of the island with Australia were contested by islanders; the Government's response was set out in a 1978 policy statement by the Minister for Home Affairs, R. J. Ellicott, and the island moved to limited self-government under the Norfolk Island Act 1979. The Parliamentary Handbook gives 16 November 1976 as the date the final report was presented.
