Pink Batts Royal Commission · Home Insulation Royal Commission · Hanger Royal Commission

12 December 2013 – 1 September 2014

Royal commission conducted by Ian Hanger QC into the Rudd government's Home Insulation Program of 2009–10, in particular the deaths of four young installers and the program's handling of safety risks.

How it came into existence

Appointed by Letters Patent issued by Governor-General Quentin Bryce on 12 December 2013 (the Federal Register records the instrument as made on 10 December) on the advice of the Abbott government, countersigned by the Attorney-General, appointing Ian Hanger AM QC as sole Commissioner. The terms of reference covered how the government made decisions on establishing and implementing the program, including the identification and management of workplace health and safety risks, the advice and warnings it received, whether the deaths of Matthew Fuller, Rueben Barnes, Mitchell Sweeney and Marcus Wilson could have been avoided, and the effects on their families and on existing insulation businesses. The report was due by 30 June 2014.
