16 May 1994 – 7 November 1994

Royal commission by Trevor Morling QC into the leasing of Centenary House in Barton, Canberra, owned by an Australian Labor Party company, as accommodation for the Australian National Audit Office.

How it came into existence

Appointed by Letters Patent of 16 May 1994, issued by Governor-General Bill Hayden on the advice of the Keating government after Opposition claims that the lease was a "rort". Trevor Rees Morling was to inquire into the roles of the Australian National Audit Office, the Australian Property Group, the Australian Valuation Office and the Department of Finance in the lease, whether the tender and selection processes were appropriate, whether any party gained an unfair advantage, whether value for money was achieved, and the funding implications for the Audit Office; the report was due by 9 August 1994.

Legislation: Royal Commissions Act 1902

Changes during its life

  1. 27 July 1994Reporting date extended from 9 August 1994 to 31 October 1994.

How it ended

Reported by the extended deadline of 31 October 1994 (month estimated from that deadline). It found that the rent was a fair market rental and that the ratchet clause and the term of the lease were justified. A second royal commission into the lease, by David Hunt, was appointed in 2004. The Parliamentary Handbook gives 7 November 1994 as the date the final report was presented.
